Expand EFA eligibility for various categories of students

Expands eligibility for the Education Freedom Account (EFA) program to cover more students. In particular, this bill would expand EFA eligibility to students concerned about the spread of contagious diseases, students persistently bullied students, students who identify as LGBTQ+, students who have tested in the bottom 25th percentile of state standardized tests, students diagnosed with an eating disorder, students diagnosed with a mental health illness, students who live in a districts with PFAS water pollution, students in a school district where a school has scored within the bottom 10th percentile for standardized testing, and students whose guidance counselor determines it would be in their best interest.
