Require Secretary of State to review absentee ballot data and make related reports

Requires that town and city clerks make absentee ballot voter lists available for public inspection, and requires the Secretary of State to report on absentee ballots information. For example, this bill requires the Secretary of State to report the number of absentee ballot requests received by mail where more than 3 ballots were sent to a common address.
The Senate rewrote the bill to instead require the Secretary of State to review absentee ballot data biennially, forward certain requests to the election law unit for review, and make a report to the New Hampshire Legislature.
