Create right to sue for gender transition under age 21, protect medical detransition under anti-discrimination laws

Summary:

Establishes regulations for lawsuits based on injury caused by gender transition surgery, administration of puberty blocking drugs, and/or the administration of cross-sex hormones. A person would have until age 41 to sue for this health care if it was provided under age 21. This bill also provides anti-discrimination protections for people who have undergone gender detransition.
