Require timely action on notice of intent to cut timber

Summary:

Enables a land owner to cut timber if they have not received a response to the notice of intent to cut timber within fifteen days. This bill also makes it a violation for assessing officials to fail to forward a notice to cut to the Department of Revenue Administration in a timely fashion.
