Summary:
Changes the fee for nonpayment of hazardous materials or waste accident expenses from a one-time penalty of $1,000 to a penalty of $1,000 per day after 90 days of nonpayment.
The Senate amended the bill to cap the total penalty at 25% of the accident cost.
