Broadens the definition of "political advocacy organization" to include any entity that spends $2,500 or more on communications that are "likely to be interpreted, all or in part, by a reasonable person as advocating" for or against a candidate or measure.

Political advocacy organizations must follow various laws and reporting requirements.
