Allow deadly force defending a person in a vehicle

Summary:

Allows the use of deadly force when a person is "likely to use any unlawful force in the commission of riot."  The House amended the bill to instead allow deadly force when a person is "likely to use any unlawful force in the commission of a felony against a person in a vehicle, dwelling or its curtilage."
