Limit banks' ability to deny services

Summary:

Prohibits banks and financial institutions from denying services "except to the extent justified by such person's documented failure to meet quantitative, impartial risk-based financial standards." This bill also prohibits banks and financial institutions from denying services "in coordination with another person" or to prevent competition in a market.
