Summary:
Directs all money from the Renewable Energy Fund to ratepayer rebates rather than any renewable energy grants. The House amended the bill to instead direct money from the Renewable Energy Fund to "reduce ratepayer costs." It would be up to the Public Utilities Commission to determine how exactly to distribute funds to ratepayers. This change would last two years.
