Eliminate requirement for front license plates

Summary:

Eliminates the requirement for passenger vehicles to display a number plate on the front of the vehicle (requiring only a plate on the rear).  The House amended the bill to eliminate the front plate requirement only for antique vehicles, custom vehicles, and "street rods."
