Amend powers of Department of Energy, allow recording of public school events, revise law against murderers inheriting from victims

Revises the power and responsibilities of the Department of Energy. For example, this bill allows the Department of Energy to participate in any proceeding before the Public Utilities Commission (PUC). The bill also gives the Department the power to demand documents and specific answers from public utilities or related entities.
According to the House Science, Technology and Energy Committee, "This bill, as amended, makes various administrative changes to how the Department of Energy and the Public Utilities Commission interact with each other. Both parties have agreed to these changes."
The Senate amended the bill to also allow school events open to the general public, such as concerts and sports games, to be recorded without written consent from parents.
The Senate added another unrelated amendment, which clarifies when a murderer is barred from inheriting from their victim.
