Allow unlimited special duty hours for retired police

Summary:

Allows retired police officers to work special duty hours and not have those hours count against the limit on part-time work while receiving retirement benefits.

The House completely rewrote the bill to instead ratify a series of changes made to the employer reporting requirements for part time employees working after retirement.
