Dispose mass food waste through composting, other landfill alternatives

Summary:
If a person or business generates one ton of food waste per week or more, this bill requires food waste disposal to take place at an "alternative facility" other than a landfill or incinerator. Alternative facilities might use composting, for example. A person or business would be exempt if there was not an alternate facility with 50 miles. The House amended the bill to decrease that radius to 20 miles.
