Set rates, reimbursement for ground ambulance services

Establishes a uniform, default rate schedule for ground ambulance service and their health insurance reimbursement. This bill also prohibits ground ambulance providers from balance billing. Lastly, this bill establishes a commission on an all-payer model program for ground ambulance services.
The Senate rewrote the bill, keeping its original intent. Among other changes, the Senate version of the bill establishes a commission on improving the ground ambulance services financing and delivery system. That commission would include an accounting and actuarial study of ground ambulance costs in the state of New Hampshire.
