Summary:

Provides a procedure for local election officials and the Secretary of State to verify the citizenship of a voter who does not have documentary proof of citizenship. Local election officials would provide a voucher to an indigent voter to cover the cost of obtaining a birth certificate. The Secretary of State would reimburse towns and cities for the vouchers.
