Changes school surveys to opt-out instead of opt-in

Summary:

Repeals the requirement that schools get parental permission for students to participate in non-academic surveys, and instead requires schools to offer an opt-out option for parents. This bill also adds charter schools to the law regulating non-academic surveys in school.
