Allow additional financing options for car loans

Eliminates the authority of cities and towns to mandate a minimum number of off-street parking spaces for any land use or development.
The House amended the bill to instead limit mandatory parking spaces to no more than one space per unit.
The Senate completely rewrote the bill. The new bill repeals a state law that required vehicle loans to have successive periodic payments that are roughly equal. According to the Senate Commerce Committee, "Different financing opportunities, such as Ford’s Flex Buy, have arisen that do not have equal payments over the life of a contract. Flex payment plans provide consumers with greater flexibility and options when purchasing a vehicle."
