Revise various laws related to EFAs

Summary:

Revises various laws related to the Education Freedom Account (EFA) program. That program allows students to spend the per-pupil share of state education funding on private and/or home school expenses. For example, this bill allows the state to contract with multiple scholarship organizations to administer the program. The bill also adds some protections for student privacy and requires annual reports from the scholarship organization.
