Decrease marijuana possession penalties and fines

Summary:
Lessens the penalties for personal possession of marijuana and related drug paraphernalia. For example, this bill repeals the law that allows a misdemeanor penalty, rather than a violation, for someone over age 18 but under age 21. This bill also generally changes the fines to $1 per gram.
