Legalize marijuana possession and sales through Liquor Commission

Summary:
Legalizes marijuana for adults over age twenty-one. The Liquor Commission would oversee cultivation, manufacture, testing, and sales of marijuana. Alternative Treatment Centers, which currently serve the state's medical marijuana patients, would be allowed to manufacture, cultivate, and transport marijuana. Towns could limit marijuana businesses. Smoking in public and smoking in vehicles would be illegal.
