Allow new nursing homes, rehab facilities that use direct-pay health care model
This bill did not become law.
Lifts the moratorium on new nursing homes, skilled nursing facilities, intermediate care facilities, and rehabilitation facilities if the new facility operates on a membership-based business model or exclusively provides services to clients who make direct payments. This bill then establishes a patient's bill of rights for direct-pay facilities. Lastly, this bill directs the Department of Health and Human Services to study direct-pay models.
The House amended the bill so that there would still be a moratorium on new nursing homes and skilled nursing facilities using a direct-pay model.
