Require OPLC to issue licenses to professionals licensed in another state with similar requirements

Summary:

Requires the Office of Professional Licensure and Certification (OPLC) to issue licenses to out of state applicants who are licensed in another state, if the other state's licensing requirements are substantially similar to those in New Hampshire. Applicants would still have to undergo a background check.
