Revise Residential Ratepayers Advisory Board

Repeals the Office of the Consumer Advocate, and reassigns the duties and powers to the Department of Energy.
The House amended the bill to instead revise various laws around the Office of the Consumer Advocate. For example, the bill allows the consumer advocate to be a professional engineer and/or economist, not just an attorney.
