Summary:
Limits when state, county, and local law enforcement can transfer property to the federal government as part of civil forfeiture. This bill, according to the state Department of Justice and Department of Safety, would increase the number of cases prosecuted at the state rather than federal level, increase state revenue from civil forfeiture, and decrease the amount of money from forfeitures being returned to county and local law enforcement.
