Summary:
Establishes the Department of Early Childhood Education. This bill authorizes the department to create a 3-year "high quality, community-based, mixed delivery public pre-kindergarten pilot program." The House amended the bill to establish a Division of Early Learning in the Department of Education rather than create a new Department of Early Childhood Education. This division would still create the 3-year pilot program.
