Make some late abortions a felony

Summary:
Makes it a felony to perform an abortion "to terminate the life of a viable fetus" unless the abortion is to protect the mother from "serious and permanent impairment to her normal state of health." This bill also requires the physician to report "the physiological facts of the procedure, but not the personal information of the patient" to the state and the CDC.
A House committee approved an amendment to repeal the ultrasound mandate before abortion, but the amendment did not succeed on the House floor.
