Legalize marijuana sales through Liquor Commission, no taxes

Legalizes marijuana for adults over age twenty-one. Home-growing would still be illegal. The Liquor Commission would oversee the manufacture, testing, and sale of legal marijuana. There would be no tax on marijuana sales. Alternative Treatment Centers, which currently serve the state's medical marijuana patients, would be allowed to obtain a separate registration as a recreational marijuana business. Towns could limit marijuana businesses. Smoking in public and smoking in vehicles would be illegal.
