Revise registration for rental vehicle fleets, add required disclosures from dealers about car condition

Removes the requirement for physical safety inspections and on-board diagnostic tests for passenger vehicles and eliminates funding for the Motor Vehicle Air Pollution Abatement Fund.
The Senate rewrote the bill. The new bill makes various changes to how vehicles are registered in accordance with the rental fleet passenger vehicle registration program. The Senate bill also requires motor vehicle dealers to provide a customer with a written statement concerning the vehicle's compliance with RSA 266 (the state law about vehicle inspections and safety requirements) at the time of a sale.
