Summary:
Revises the Governor's Commission on Alcohol and Drug Abuse Prevention, Treatment, and Recovery, particularly to incorporate harm reduction. This bill then directs the Department of Health and Human Services to establish access points for delivery of substance use services and supports. Generally speaking, harm reduction includes approaches such as needle exchanges, distributing drug checking equipment, providing opioid overdose reversal medications, etc.
