Summary:
Directs the Department of Energy (DOE) to adopt rules relative to installation and use of energy storage systems. The bill also provides that the Public Utilities Commission (PUC) may approve tariffs and issue orders in adjudicated proceedings consistent with, or in the absence of such rules from the Department of Energy.
