Clarify "cost effectiveness" in energy efficiency plans

Summary:

Clarifies description of the "cost effectiveness" for the joint utilities energy efficiency plans. The House amended the bill to also change the calculation of the energy efficiency portion of the system benefits charge, removing a 0.25% increase to the three-year consumer price index (CPI) adjustment.
