Annually adjust personal needs allowance for nursing home residents on Medicaid, add funding for Hampstead hospital
This bill became law.
Requires the Department of Health and Human Services (DHHS) to adjust the personal needs allowance for nursing home residents every year, rather than every five years as under current law. According to DHHS, nursing facility residents that receive Medicaid are expected to contribute part of their income to the cost of their care; the personal needs allowance is a small allowance that those residents are allowed to retain. The annual adjustment would be based on Social Security increases.
The Senate amended the bill to also provide various funding related to the Hampstead hospital and residential treatment facility.
The House amended the bill to add on the text of HB 53, which allows qualifying medical marijuana patients and caregivers to grow marijuana at home. A conference committee of representatives and senators rejected this addition.
