Revise process for voter registration, repealing unique process for voters registering within 30 days

Amends various procedures for voter registration and determining voter qualification. In particular, this bill repeals the special forms and procedures for voters registering within 30 days of an election or at the polls on Election Day that were found unconstitutional by the state Supreme Court. This bill also allows municipal officials to use nonpublic records they have access to in order to verify a person's identity and eligibility to vote. The bill also allows the Secretary of State to establish a process to verify a voter's identify after an election by an email or text message, rather than by snail-mail.
