Protect "biodiversity" in state laws

Summary:

Defines "biodiversity" and includes it in various land use regulations and other state laws. For example, this bill requires state departments to consider the preservation of biodiversity when evaluating projects.

The Senate amended the bill to more narrowly include biodiversity in the Land and Community Heritage Investment Program (LCHIP) laws.
