Expand eligibility for low-moderate income community solar

Summary:

Allows larger electrical generators to participate in low-moderate income community solar projects. This bill also expands the eligibility of residents to benefit from community solar, including residents whose household income is less than 200% of the federal poverty guidelines or less than 80% of area median gross income.
