Require schools to adopt policies on student cell phone use during class

Requires school districts to adopt policies that restrict the use of student personal cell phones during class instruction without educator approval.
The Senate amended the bill to more generally require school districts to adopt a policy governing student cell phone use, without any mention of a ban or restrictions.
The House amended the bill to require a bell-to-bell ban on cell phones.
A conference committee of representatives and senators did to agree on a final version of this bill, although similar provisions were included in the state budget through HB 2.
