Add small modular reactors to state energy laws

Provides a framework for the approval and construction of "microgrids." According to the bill text, "Microgrids improve customer reliability and resilience to grid disturbances by enabling local power generation assets, such as traditional generators, renewables, and storage, to keep the local grid running even when the larger grid experiences interruptions." The bill also adds a definition of "small nuclear reactors."
