Revise various laws related to substance misuse disorder treatment, especially related to harm reduction

Includes harm reduction services under the state law establishing the Governor's Commission on Alcohol and Drug Abuse Prevention, Treatment, and Recovery. This bill also puts the Doorways program into state law; this program provides drug and alcohol abuse information, referral, and treatment services through access points. This bill then revises the law governing syringe service programs, for example to allow state general funds for the programs. Lastly, this bill requires physicians and physician assistants seeking license renewal to prove they have received education on substance misuse disorder.
