Limit distribution of post-arrest photographs

Summary:
Removes post-arrest photographs from disclosure under the Right to Know Law. There are some exceptions, for example if the person is convicted of the crime, fails to appear in court, or presents an immediate danger. This bill then requires a person's post-arrest photograph be removed from public circulation if a court record is sealed, the crime is annulled, the person is pardoned, the person is found not guilty, or the charges are dismissed.
