Summary:
Establishes a 988 Trust Fund for programs and services addressing behavioral health crises. The bill also sets up two new funding sources for the 988 Trust Fund: a 988 license plate ($30 per set) and a new telecommunications surcharge (tax on phone lines).
The Senate amended the bill to remove the 988 license plate.
