Increase penalty for secretly spying on people's private body parts with a device

Summary:

Increases the penalty for using a camera or other device to record people's private body parts without their knowledge, from a misdemeanor to a felony. This bill then decreases the penalty for installing a recording device outside a private place, from a class A misdemeanor to a class B misdemeanor.
