Modify law against prisoner escape, legalize marijuana

Amends the elements required for charging felony or misdemeanor escape. According to the bill report from the Senate Judiciary Committee, "A change in the statute in 2015 hindered the State’s ability to consistently or successfully prosecute individuals that escape from State facilities. This bill as amended corrects that issue moving forward, enacting clear and appropriate lines about the penalties that are in place when an individual escapes whether or not force is used."
The House amended the bill to add the text of HB 629, a marijuana legalization bill. The Senate rejected this addition, ultimately killing the bill.
