Exempt some out of state physicians from state laws when treating New Hampshire patients

Summary:

Exempts physicians and surgeons from other states who treat New Hampshire patients from the relevant New Hampshire laws, so long as there is a physician-patient relationship in the physician's home state of licensing with in-person examinations conducted by the physician at least annually.
