Allow towns to create registration process for vacant and abandoned property

Summary:

Allows municipalities by vote of the governing body to establish a registration of vacant and abandoned properties. The party responsible for the property would have to register the property with the town or city and secure the property.

The Senate amended the bill to instead create a committee to study property blight in New Hampshire cities and towns.
