Allow delivery of IEP information by e-mail, expand special education reporting

Let school districts provide parents with written notice and records about a child's individualized education program by e-mail. A parent could still request a copy by U.S. mail.
The House rewrote the bill. In addition to allowing communication with a parent about special education via email, the House version of the bill expands special education reporting requirements. The bill then directs the Department of Education and Advocate for Special Education to enter into a memorandum of understanding regarding access to student records maintained by the department.
