Summary:

Requires electric distribution companies to buy electricity from biomass sources in New Hampshire before non-renewable sources for the default energy supply. To protect ratepayers from higher costs, electric sales from these local biomass sources would be priced at an adjusted rate of 80% of the default energy rate.
