Summary:
Rewrites the general definition of "insane person" in state law. At the time of this bill's submission, state law defines "insane person" as "every idiot, non-compos, lunatic, insane, or distracted person." The new definition in this bill is centered around "a mental disease or defect."
The Senate amended the bill to instead establish a commission to study insanity and restoration of competency.
