Summary:
Requires the Department of Environmental Services to contract with a professional engineer or hydrogeologist when evaluating a solid waste facility permit application, paid for by the applicant. The Senate amended the bill to give the department more flexibility on whether or not to require a professional engineer or hydrogeologist.
