The Senate rewrote the bill to more generally allow the governor to give financial assistance to towns and cities affected by federally-declared disasters and state of emergencies.
The House amended the bill to allow the director of the Division of Homeland Security and Emergency Management, with the approval of the fiscal committee, the governor, and the executive council, to disburse financial assistance to municipalities affected by federally-declared disasters.
