Summary:

Provides matching funds from the state for Federal Emergency Management Agency public assistance disaster grants and hazard mitigation grant program resulting from two presidential disaster declarations in response to July-August 2021 flood damage sustained by communities in Cheshire and Sullivan counties.

The Senate rewrote the bill to more generally allow the governor to give financial assistance to towns and cities affected by federally-declared disasters and state of emergencies.

The House amended the bill to allow the director of the Division of Homeland Security and Emergency Management, with the approval of the fiscal committee, the governor, and the executive council, to disburse financial assistance to municipalities affected by federally-declared disasters.
