Summary:
Establishes the law enforcement conduct review committee in the New Hampshire Police Standards and Training Council (PSTC). The bill requires all law enforcement agencies to implement an internal affairs program and gives the PSTC power to oversee these programs and investigate officer misconduct.
The bill also modifies the membership of the PSTC, for example to include four members of the public instead of two.
The bill also excludes some information in misconduct complaints from the right-to-know law.
